Can't put text on cover

I just recently sent in a book and for the cover I was able to put a picture in the picture window with some text above it. I am finished with another book and it won't let me put text on the cover with the photo. I am using Bestseller and using the same layout as the book I just submitted. The picture I want is on the cover in the picture window and there are two boxes for text underneath the picture but it won't let me type anything in the text boxes. The boxes don't highlight when I try to click on them. I have tried to figure it out and thought all I had to do was to hit the "Page Layout" button, but for some reason the button does not work, it is gray. When I go to any other pages the Page layout button works, but it just won't work on the cover. Any ideas??

I don't know why it won't let you type into that specific text box. I recommend dragging the image in/out of the cover to redo it or trying to select a different layout and switch back and forth. Are you sure you aren't using a Book Jacket?
