Can't drag photos

I am in the process of making my 3rd photo book. When I try to drag the desired photo into some of the template squares, nothing happens. I am trying to drag horizontal photos into small horizontal spots. This only happens on the smaller size photo templates that are on the multiple photo pages. Should I be using smaller size photos? How do I know what size?
