Can't modify format of picture in cutout area--is this normal?

I'm just about done with my deluxe hardcover book but am stuck on the cover page. I want to fill the whole window with a picture, which I believe is possible given the illustrations on your website. However, the Page Layout button is not clickable, despite what the pop-up help states. My only option is a small picture, white background, and room for a couple lines of text.

What am I doing wrong?

You can click on the Page Layout button while on the cover page to get the various options.

Someone else in the "Problems" forum has the same issue. The Page Layout button is not clickable on the cover page. It's disabled and greyed out and clicking it does not bring up any options for changing the layout.

I also experienced a Save failure (screenshot available on request) so I believe the album was corrupt. I recreated the album from scratch and the new album works fine and the Page Layout button is clickable on the cover page.
